Services for the foreign citizen

Embassies and Consulates also provide some services to foreign citizens. These include issuing visas for entry into Italy and the Schengen area, issuing administrative documentation such as legalizations of documents, certifications of existence in life and conformity of translations of documents. Furthermore, in the cases provided for by current legislation, Embassies and Consulates provide for the transmission of deeds and documents to the Italian authorities. The current Italian law does not allow Embassies and Consular Offices to issue power of attorneys to foreign nationals (Legislative Decree 71/2011).

IMPORTANT NOTICE FOR FAMILY MEMBERS OF ITALIAN OR EU CITIZENS

Following the recent amendment of art. 23 of Legislative Decree 30/2007, foreign family members of Italian or EU citizens who intend to reunite with the family member permanently resident in Italy, it is no longer possible to issue a short-stay visa (VSU) for tourism/visit to a family member.

Therefore, starting from 1 June 2024, foreign family members of Italian/EU citizens who travel to Italy for the purpose of family reunification will be issued a national visa for “family reasons” as provided for by Interministrial Decree 850/2011 Annex A point 10.

Family members who are entitled to family reunification are exclusively those identified in art. 2 of Legislative Decree 30/2007:

1) Spouse;

2) Partner who has contracted a registered partnership with the EU citizen on the basis of the legislation of a Member State, if the legislation of the host Member State equates the registered partnership to marriage and in compliance with the conditions provided for by the relevant legislation of the host Member State;

3) direct descendants under the age of 21 or dependent and those of the spouse or partner referred to in letter b);

4) direct ascendants (parents) who are dependent and those of the spouse or partner referred to in letter b).

Mandatory documents:

Letter of invitation from the Italian/EU family member, formally resident in Italy, which shows the intention to exercise the right to family unity, accompanied by a valid identity document.

Civil status documentation certifying the status of family member pursuant to art. 2 of Legislative Decree 30/2007 translated and legalized, or marriage or civil union certificate registered in Italy.

In cases where the verification of dependency is required: proof of economic remittances by the Italian/EU citizen.

Family members (art. 2 of Legislative Decree 30/2007) who accompany or join the Italian/EU citizen for periods of less than 3 months will continue to be issued a visa for tourism/visit to family member.
